Ah, that's an Interesting question, and I think it’s cultural and situational, too. From my understanding of behavioral psychology, punishment comes naturally to humans. That’s why consequences for undesired behavior are usually punitive in nature. In contrast, providing positive reinforcement is learned. Will have to think about it some more.
