I think you make the distinction when you use the word “privilege” to describe the two terms. But another meaning for expats is the role that multinational companies have created. For example when companies want to expand operations globally, they want their employees to move to another country to set up operations and get the ground running. One of the objectives is to train the locals to eventually take over. These “expat” positions are often attractive deals to take on a temporary basis. It costs the company a lot of money to have these positions but these are cushy jobs. Relocation, schooling, housing, to name a few are all paid for. This is very different from an individual deciding to move abroad temporary or permanently for better job opportunities or different lifestyle choices.
