Seems to radical a move to me, but then again the local control given to States results in so much variation. For example, you can't buy wine at a grocery store in New York. You will have to go to a Liquor or Wine store for that. That was a shocker from picking up cheap wine at the nearest 7-11 in Ohio in grad school.
